November 17, 2017
On next March 13 the president election process of our University will take place, according to what is established by the Board of Directors at its last regular meeting.
In accordance with the timetable laid down, the registration of candidates shall be made within a time limit which extends between December 29 and January 8 of next year. Beforehand, a Qualifying Elections Committee (Tricel) must be set up, which is responsible for the supervision of the entire electoral process.
The calendar, provided by the General Secretary of the University, Maria Fernanda Vásquez, indicates that the announcement of an election will take place on December 18 and 10 days later the Tricel will be created.
According to the rules in effect, the first round of the presidential election was set for March 13 and for the 20 of the same month the second round, in the event that none of the candidates obtains more than half of the validly cast votes.
The elections are carried out 30 days before the current rector completes his period and the appointment of whomever is elected is done by the President of the Republic, with the new mandate starting on May 3.
all the members of the regular academic body that includes Full Professors, Associate Professors and Assistant Professors, with an antiquity of at least one year at the University of Talca can participate in this election.
The Tricel shall be composed of two members of the Board of Directors appointed by the Board; two members of the Academic Council, appointed by the Council itself, and two professors with the right to vote elected in a drawing made at a public meeting and special Academic Council.
This body will, among other functions, prepare the voters list and know and resolve the claims of those who feel affected, and receive the registration of candidates for president. In addition, it has to develop the ballot papers that will be used in the voting and distribute them to the polling tables in conjunction with the use of materials and supplies, and to convene the university community to an internal act in which each one of the candidates will present his or her proposal.
The Tricel shall Also decide on the number of polling tables and their location and shall be responsible for taking the minutes corresponding to the official count, which must be signed by all its members, to deliver the final outcome and proclaim the winner.
Another of its skills is to practice the general scrutiny of the election and qualify the validity of votes cast. In addition, it should ensure the normal development of the election, which involves solving the particular situations that are presented for consideration.
The regulation indicates that the vote is personal and, therefore, there is no acceptance of the suffrage by mandate or power. In relation to the voters who are on secondment or studying abroad, it is established that the Tricel will deliver a list with the names of the persons to be included in these cases and to those who will cast the ballot by mail, which they must return in a sealed envelope in the same way.
To the above, it was added that if there are academics that for other causes will be outside the City on election day, they may request the President of the Tricel a ballot and using the same aforementioned procedure to vote, provided that it is requested at least 72 hours prior to the day of the elections.
