An invitation to build together a University that consolidates corporate complexity, through the harmonious development of its key areas, and to continue contributing to the region and the country, was formulated by President Álvaro Rojas, speaking to the University community at the launching of the Institutional 2020 Strategic Plan, a tool that constitutes the navigation chart for the proposed goals.

The presentation was done at the Great Hall of the Bicentennial Building, with the participation of regional and academic authorities and members of the University community. A distinctive feature was the presence of Gabriel Osorio and Pato Escala, the director and the producer of the animated short film "Bear Story", winners of the 2016 Oscar award. The road to success achieved by the founders of Punkrobot studio was compared to the strategic process defined by the University.

In this sense, the president said that the 2020 Strategic Plan "gives us the navigation chart to move forward assuredly to the great challenge of transforming our University into a complex, leading institution in our country".

"For more than a year, we have worked with dedication and care preparing this; its has been a process where our community has had an active part. This gives the Strategic Plan a great legitimization. It is, in short, our shared project", he said.

Rojas said that this complex University, which is built on the distinctive training of our students, "will promote a qualitative leap in research, teaching and graduate programs". But this complexity must be managed in adequate form to "ensure its excellence and the necessary measures of quality assurance ".

He added that the condition of having complexity implies the promotion of the internationalization of the sciences and the training of advanced human capital, "together with a greater link with the regional and national environment, particularly in the fields of health, education and the productive vocation of Central Chile ". But it also includes the generation of audiences in various expressions of culture and art, both in the regional community and in students.

"These efforts will demand the best of our capabilities, commitment, leadership, corporate identity and great sense of university community, in times of changes and uncertainty", he remarked.

The president emphasized, fully convinced, that there is reason to be optimistic. In this regard, he said: "We know what we want, we have a clear ambition of University leadership and we have the solid backing of all our University community," which he invited to participate in the new challenge and be protagonists of a great dream.

An Ambition

In the same view, the academic authority stated that "developing a University is a task that cannot be achieved if you don't have a great ambition", and indicated that "we dream of further strengthening our University in a place of prominence, not only at nationally, but also internationally ". And this wish "renews our ideal, it shows us the way, it inspires and demands and challenges us at every moment".

Alvaro Rojas remarked that 35 years ago, when it the Universidad de Talca was created, nobody suspected that in the capital of the Maule Region would be born one of the most important and dynamic University projects in the country.

"Our achievements are the result of the efforts of hundreds of people who fill the most diverse functions, which in these three and a half decades have brought the best of their abilities to build a great University," he stressed. In addition to highlighting the characteristics of this human group, he said that with these ingredients, plus pride and autonomy and within the framework of higher education and regional development public policies, "we have progressed strongly".

"We are building a great University, with ideas, ambition and the livelihood of the strategic analysis, but also with ideals and sensitivities, because we are convinced that the great tasks, the great works, cannot be built only by dint of reasoning," he said.

The president said that in 35 years, the pillars of a modern University, protagonist of this century, have been built. These pillars are summarized in the constant pursuit of excellence, "a topic of particular legitimacy to a State institution such as ours"; to be at the service of truth and of the great values of science, alien to the risk of becoming a technocracy, governed by the market; and also modern "in the widest meaning of the term", universal and open to the world, committed with the environment, cradle of national history and of the sense of regional identity.

Tolerance Space

With equal emphasis, Rojas said that a state University should be a social space of tolerance, as well as a relevant social place, in terms of "summoning thought and innovative ideas of our geographical space".

"In this effort are reflected the values and feelings which, I think, are also shared by our community, that have allowed us to achieve results far above the expectations of the national higher education system", he said, along with stressing the perseverance, ambition, sense of excellence, resilience, teamwork, mystique, sense of transcendence, confidence in own abilities, hope and leadership that have been present in these years.

Bear Story

Making a comparison with the Bear Story project, Alvaro Rojas expressed that many elements that characterized the effort of those who are behind the work, "they have a close correspondence with the our own effort in these last years. His creators proposed something different and of quality, with a result that surprised us and made us all proud ".

The president said that the work of the Punkrobot production company has many similarities with what the Universidad de Talca has made in its 35 years, in the sense that, instead of accepting the secondary role which was assigned by the Chilean University system, it proposed to build a larger project. "Today, we have a large University, one of the best state universities in the country, which is in the top rankings of Latin America, that calls and attracts and is capable of making good contributions to science, education, professional and human capital generation. There are many similarities, there is ambition, leadership, and especially a sense of belonging and of identity, since we are talking about a shared strategic project, made among everybody and that will guide our work until 2020 ", he said.

According to Alvaro Rojas, both projects reflected the reality of the environment, they projecting it, and they are also able to visualize what could come next. In the case of the University, determining "what are the chances of developing in the coming years, within the public education system where we are immersed. That is contained in the main guidelines of the strategic plan. We believe we foresee adequately what the scenarios are, and we are prepared for this and the keywords are quality and excellence".

"The Universidad de Talca cannot indulge itself in the luxury of being a mediocre University, but to be able to compete in the major leagues to be successful. And that's what our plan aims for", he said.

From the Punkrobot perspective, Pato Escala explained that the company also works with a roadmap, "I don’t know if for so many years as the University is doing, but for us it is indeed important to project ourselves regarding what we want to be as a company and where to go, what we are looking for. In that sense, it is very clear for us that what we want is to create quality content, having high artistic potential and reinforcing our identity as a country, to tell universal stories, and that will allow us eventually to export that content ", said the film producer. He added that the work team is trying to “think ambitiously in projects that allow us that internationalization of our identity and audience creation at the national level ".

As part of the program, the ”Bear Story” film was showed and its creators detailed the development of the project that began in 2010 and took four years to get a10-minute film, with the quality that allowed it to win the Oscar. It involved much more time and resources than initially estimated and also great dedication at every stage of development of the short film that, once finished, was sent to more than 300 festivals and meant winning 55 Awards before the Oscar nomination.

According to Gabriel Osorio, what is fundamental to carry out a project of this type is to deliver a clear message. Finally, Pato Escala wished success to the University with its strategic 2020 Plan and "and that all its challenges can be met".
"What it is important is to plan ahead when one wants things to go well", emphasized Escala.
